Brazil: Authorities must investigate killing of second political journalist.

As international media attention intensifies on Brazil and its preparations to host the Olympic games this week, the fatal shooting of political journalist João Miranda do Carmo highlights the horrific risks that such reporters face. Since
do Carmo's killing in July, PEN Center USA is encouraged to learn that one person was arrested in connection with his death, but joins with PEN International to urge Brazilian authorities to continue their investigation until all responsible parties are located, prosecuted, and punished.

Do Carmo wrote a political blog, SAD Sem Censura, which often criticized authorities for unpaved roads, non-payment of employees, and other issues. According to Brazilian journalists’ associations, do Carmo was a member of the Communist Party of Brazil and had been planning to run in municipal elections later this year.

Do Como had reportedly been threatened at least twice recently. He told the police that his car had been set on fire in May 2014 in an attack apparently provoked by his reporting. On July 24, 2016, at least two men shot him multiple times in the chest before driving off. He died immediately. Do Como's killing comes less than four months after another political online journalist, Manoel Messias Pereira, was shot while riding his motorbike.

According to PEN International's research, since 2004, 24 bloggers and print journalists have been murdered in Brazil. The majority of these murders remain fully or partially unsolved.

PEN Center USA joins PEN International and the United Nations in calling on the federal and state authorities in Brazil to conduct a swift and thorough investigation into the death of João Miranda do Carmo. In addition, PEN Center USA joins PEN International in calling on Brazilian authorities to conduct investigations into all unsolved killings of journalists and bloggers, taking full account of their work as a possible motive and to ensure that the perpetrators—both the gunmen and the masterminds—are prosecuted and punished. Further, PEN urges the authorities to take urgent steps to strengthen and implement effective protection mechanisms for at-risk journalists.
